Dey's rise within the party has been steady. Before joining JCP, Dey was also associated with the National Students' Union of India, where he served as State Vice-Chairman of the Social Media Committee for Odisha. During his tenure, he was part of the coordination team for the Bharat Jodo Nyay Yatra in Odisha and held responsibilities within the University President NSUI campus committee, giving him early exposure to large-scale organisational coordination and student politics.

On the academic front, Dey holds a degree in Mechanical Engineering and an MBA specialising in Human Resources and Marketing, a combination that party colleagues say has shaped his structured approach to organisational planning.
